Fire Chief

David Howard

Dave Howard began his fire service career in 1985 with the Iona McGregor Fire District. Dave has advanced through the ranks including Engineer/Apparatus operator, Lieutenant, Battalion Chief of Prevention, and his current position as Fire Chief. Dave currently holds numerous industry specific certifications as well as a fire science degree and a Master’s Degree in Administration. In addition, Dave has recently completed the Certified District Managers program through Florida State University.

Assistant Chief

Seth Comer

Seth Comer began his career with the Iona-McGregor Fire District in February of 1999, as a Firefighter/Paramedic. He was promoted to Engineer in December of 2003, and then to Lieutenant in March of 2007. He was promoted to the Division Chief of Emergency Medical Services and Fire Training in May of 2010. Since December of 2015 he has served as second in command for the fire district as the Assistant Chief.

Seth holds an Associate’s Degree in Fire Science, a Bachelor’s degree in Public Safety Management, and a Master’s degree in Administration. Seth  recently holds the Certified District Manager (CDM) designation from the Florida Association of Special Districts, as well as the Certified Labor Relations Professional certification through the Florida Public Employer Labor Relations Association (FPELRA).

Seth completed the National Fire Academy’s 4 year Executive Fire Officer program, obtaining the EFO designation in 2018. On February 5th, 2019, Chief Comer obtained the Chief Fire Officer designation through the Center for Public Safety Excellency.  This professional designation recognizes professional growth and offers strategies for continuous improvement.  There are only 1,550 CFO’s worldwide.

Seth is married to Jill and together they have two adult children, Carleigh and Gavin.

Compliance Director

Cynthia Zinger, S.P.H.R.

Cynthia Zinger, S.P.H.R., has served the Iona McGregor Fire District since 2003, beginning as the Administrative Assistant to the Deputy Chief. Currently she holds the position of HR and Administrative Compliance Director, assisting the Chief and Deputy Chief in District Administration, as well as serving as Human Resource Director.  In her spare time, Cynthia enjoys traveling and spending time with friends and family, especially her two wonderful granddaughters.

Chief Financial Officer

Mark Winzenread

Mark Winzenread, CPA, joined the Iona McGregor Fire District as Finance Director in August of 2013. Mark is a graduate of the University of South Florida and has held positions as Corporate Controller and Area VP in the private sector. In the fifteen years prior to joining the Iona McGregor Fire District, Mark worked for an independent CPA firm as audit manager specializing in audits of local governments. Mark and his wife Kim have three children and three grandchildren.

Jennifer Connolly

Jennifer  Connolly relocated from northern Indiana in November 2017 to accept the Finance Assistant position with the Iona McGregor Fire District.  She is a graduate of Indiana University and has over 25 years of accounting experience.  She and her husband Paul have two children and one grandchild.
